In the State of Texas, individuals under 18 years of age must obtain a learner's license before they can apply for a permanent driver's license. New drivers must take part in a course known as the Texas Graduated Driver License (GDL) Program. This program is broken up into two phases: Phase 1 requires new drivers to obtain a learner license or minor restricted driver license, and hold it for at least six months; in Phase 2, a provisional license will be issued, which must be held for a 12-month period before a driver can apply for a permanent driver's license. During this provisional time period, certain restrictions will be placed on the driver.
